The article deals with studying issues of the formation and implementation national program lifelong learning intellectual property to increase level literacy culture respect for rights creators among ordinary citizens. It has been established that citizens in field is interconnected development state’s economy its place rankings (Global Creativity Index, List 301). general state legal highlighted. impact war on public manifestations creative abilities tools commercializing defeat aggressor analysed. expediency developing implementing Ukraine post-war period substantiated. Three main areas this are offered.
